After a bitter acknowledgment of the state of the world denouncing the institutions that do not apply what they claim to embody, and castigating the political staff that ensures the malfunction, the author denounces, among others, the European Union, which generates many harmful aspects, including the loss of sovereignty of Nations.

The author does not stop there: with the means of his own reflection, he proposes, as the title indicates, to "build a democracy" by proceeding in two stages:
- first the definitions of the principles;
- then a new functioning of political life by introducing direct democracy.
